Legion post is gifted patriotic roof
When a local contractor learned that an American Legion post was grappling with a leaky roof, he decided to give veterans an Independence Day gift.
Crews from Buffalo Roofing started tearing off weather-battered shingles Friday and replacing them with new ones in a hue called "patriotic red."
It's also a gift to the city, because South Buffalo Post 721 on Cazenovia Street is a city-owned structure.
"It's a godsend, really," said Art Foreman, an Operation Iraqi Freedom veteran who has been a post member for two decades.
But as excited veterans watched workers peel off roofing, the plot thickened.
Buffalo Public Works Commissioner Steven J. Stepniak arrived at the scene with a city attorney and informed contractors that they started the work prematurely. Stepniak said the contractor had yet to furnish key paperwork -- including proof of adequate insurance. A formal agreement must also be finalized.
Stepniak also said the Common Council must first formally accept the gift before the project begins.
Stepniak agreed to let crews "button up" the work they started, but he made it clear that issues will have to be resolved before any additional work occurs. Crews were expecting to resume work Monday.
"Everyone's heart is in the right place, but we have to follow procedures," Stepniak said. "This is what happens when you try to rush things."
What spurred workers to begin the job before Mayor Byron W. Brown's administration gave official authorization?
South Council Member Michael P. Kearns said he authorized the project Ô and for good reason. Kearns said contractors discovered Friday that the city-owned structure had six layers of roofing. City codes only allow two layers because of fire hazards and concerns about roof collapse.
"I made an executive decision to start the job, because this was an emergency," said Kearns. "If there was a fire, I would have never forgiven myself. My father was a firefighter."
Kearns added that his office and the contractor spent the entire day Thursday working with city Public Works officials and attorneys to make sure that the job could start Friday.
Kearns also noted that the contractor had a proper city permit to begin the job.
It was Kearns who alerted the chief executive officer of Buffalo Roofing about the post's problems. Todd A. Cameron's North Buffalo company had donated labor and materials when the ABC-TV show "Extreme Makeover: Home Edition" came to town in 2009.

Everybody on my street has that siding.No worries.Depending on what state your in its usually not a big deal unless you take a hammer or a drill to it.You can vinyl side over it in the future because it makes an excellent insulation barrier.You can also opt to remove itwhich could be somewhat costly depending on where you live otherwise most states say the home owner can maintain their home accordingly without government interference.
