Australian Internet Censorship Gains Momentum | Paul Mee
The Internet Industry Association announced on the 27 of June a framework on blocking child pornography that would underpin its imminent code relating to child abuse materials. The voluntary industry code of practice for ISPs in Australia would entail blocking child pornography sites which would otherwise be available to Australians. It would rely on a blocklist compiled and supplied by Interpol, in cooperation with the Australian Federal Police (‘AFP’).
The ISP CyberOne located in Canberra has already started filtering its TransACT-connected customers against the Interpol blacklist. The filter is implemented using ContentKeeper who have created a package for ISPs who want to join the voluntary filtering initiative. ContentKeeper provides the filter appliance which implements the Interpol database and also supplies the required Interpol block page. ISP’s can then activate the full range of filtering facilities at any time using a subscription based model.
Whilst there are unconfirmed reports that Telstra has also started filtering based on the Interpol Blacklist, there has been no announcement so far from Telstra. In 2009 Telstra conducted a Blacklist Blocking Trial , which used a DNS+Proxy Blacklist blocking system in a model environment representative of Telstra’s BigPond network PoP’s. A Blacklist with 10,000 entries was tested, and it was noted that the blocking action was 100% accurate. The solution trialled utilised a proxy server to prevent overblocking. The proxy server retrieves content which would otherwise be overblocked in a DNS only Blocking Solution.
Other major ISP’s such as Optus and Primus who were involved in negotiations to trial the filter, have yet to make any announcement.
