Perserikatan Bangsa-Bangsa mendefinisikannya: ” as the process by which the efforts of the people themselves are united with those of governmental authorities to improve the economic, social and cultural conditions of communities, to integrade these communities into the life of the nations, and to enable them to contribute fully to national progress”. (Luz. A. Einsiedel 1968:7).

Definisi ini menekankan bahwa pembangunan masyarakat, merupakan suatu “proses” dimana usaha-usaha atau potensi-potensi yang dimiliki masyarakat diintegrasikan dengan sumber daya yang dimiliki pemerintah, untuk memperbaiki kondisi ekonomi, sosial, dan kebudayaan, dan mengintegrasikan masyarakat di dalam konteks kehidupan berbangsa, serta memberdayakan mereka agar mampu memberikan kontribusi secara penuh untuk mencapai kemajuan pada level nasional.
